Brief Description of the short-term Research Project

Added Value of  Cross-Border Cooperation (CBC) for Georgia’s Eastern Border Region

The recent studies of the developed western European states demonstrate the assets and practical solutions the cooperation across the borders brings to the adjacent communities. Moreover, it confirms how CBC contributes to the social integration, mutual acceptance, and building of the transboundary identity, intercultural contacts, better majority-minority inter-relations and trust, etc. in the common border area. In a nutshell, the European scholarship underlines cost-effectiveness of CBC in terms of flows, mobility and also, has social-cultural dimension like effecting individual and collective expression of the people living nearby.

The research project studies the added value of cross-border cooperation (CBC) for Georgian-Azerbaijani border regions (Kakheti-Sheki-Zaqatala). Explicitly, the research serves for twofold purpose: first, it explores added value  of  European CBC may bring to the adjacent regions of Georgia and Azerbaijan, and second, it studies national, regional, local and grass-root level factors that account for achieving the highest added value of the cooperation across the borders in the respective zones. Under the ‘added value’, the paper distinguishes four different pathways like political, institutional, economic and social-cultural solutions. Concerning the levels of governance, national level entails the cooperation between two states, regional level involves the regional authorities from both sides and local level refers to the local municipalities.
