Ilia State University Professor's Letter to the Parliament

To the Members of the Parliament of Georgia
To the Chairman of the Parliament of Georgia
Mr. Davit Usupashvili

Gentlemen,

As we are aware, inthis week, on the Parliamentary session the issue of overcoming president's veto about the amendments to he civil code will be discussed. You are familiar with the appeals by the Representative and Academic Councils of Ilia State University, were our position, that enforcement of these amendments will undermine the autonomy of state universities and their development, is underlined.

For this time we want to draw your attention to the different issue: if this amendment will be legalized and will be followed by transforming Ilia State University to the legal entity of the public law this will deteriorate our labor conditions: more than 100 professors have indefinite and oriented towards unlimited contracts at Ilia State University. Georgian legislation about the legal entities of public law does not recognize the possibility of such a contract. As a result, with implementing this change we will lose that perspective of personal career that we ourselves created while working at Ilia State University - our contracts will change into normal, limited contracts that are corresponding to the legal entity of public law. If it does not happen, professors oriented towards indefinite contracts will lose the possibility of taking indefinite positions.

All this will not only impede development of your university but also will undermine our working environment, research independence, stability of the research and possibility of career development. We urge you not to overcome the veto and not to legalize the possibility of worsening of our labor conditions.
