


ABET Conference
Events
On April 27, the ABET conference was held at Ilia State University (ISU) with the participation of international ABET experts and academic staff from the School of Technology.
The conference was opened by Professor Nino Doborjginidze, the ISU Rector, Giorgi Amilakhvari, the Minister of Education and Science of Georgia, Magda Maghradze, the Chief Executive Officer of Millennium Challenge Account-Georgia, Professor Halil Güven, the Dean of San Diego State University (SDSU)-Georgia.
Before the conference, Giorgi Amilakhvari, the Minister of Education and Science of Georgia, visited the ISU technology building. The campus was built in 2019 as a result of cooperation between Iliauni and the Millennium Foundation and financial support from the Millennium Challenge Corporation Compact II and Ilia State University.
The 5000-square-meter, four-story educational building is equipped with cutting-edge technologies. All the teaching and learning facilities, including auditoriums, workrooms, electrical and civil engineering labs, and a reading room, meet international standards. Currently, the students enrolled in the programs developed jointly by San Diego State University and Ilia State University are studying in the technology building.

The bachelor’s program in Computer Engineering at the ISU School of Technology is undergoing ABET accreditation. Additionally, ABET accreditation step-by-step processes have been scheduled for the School of Technology's Civil Engineering, Computer Science, and Electrical and Electronic Engineering bachelor’s programs. The main topic of the conference was the discussion of the outcomes achieved in each program’s development specifically in the context of the ABET accreditation process.
At the end of the conference, there was an honorary doctorate award ceremony.
According to the decision made by the ISU Academic Board on March 28, 2023, the title of honorary doctor was awarded to:
- Franc Edward Noel
Franc Edward Noel holds degrees in various disciplines from Syracuse, Oregon, and Pennsylvania Universities. For many years he worked at IBM where he was recognized as a distinguished engineer. In 2001, he became a member of the ABET Accreditation Committee and also served as its chairperson. During his chairmanship, the committee developed accreditation standards for Cybersecurity Engineering programs. In different years, he led several engineering programs that have met the relevant standards and obtained international ABET accreditation; he holds 34 patents in the United States of America.
- Albert Joseph Turner Jr
Dr. Joe Turner is a Professor Emeritus of Computer Science at Clemson University and a former Dean of Faculty at Zayed University, Dubai/Abu Dhabi. He has been a lead facilitator of the ABET program evaluator training for over ten years. His previous service includes being Chair of the Seoul Accord, ABET CAC Executive Committee Member, ABET Foundation Consultation Services Coordinator, ACM Vice President, IFIP Vice President, CSAB President and Chair of the ACM Education Board. He has excellent experience in evaluating computer science programs. His honors and awards include the ABET Grinter Award, ACM Outstanding Contribution Award, and ACM SIGCSE Distinguished Service Award.
- William Henry Hayter
William H. Hayter is an associate professor of civil and environmental engineering at the University of Massachusetts (Amherst). He was the founding director of the Transportation Center at the same University.
As part of the event, Joseph Turner conducted an ABET workshop for the representatives of higher education institutions in Georgia.
